Lock/Unlock Manager

This tool is very useful to Lock or Unlock a list of Line Numbers in the PDMS/E3D. To Lock or Unlock a PIPE in PDMS/E3D itself, you can use menu or command line, but for a List of pipe you must firstly generate a Group then Lock or Unlock it.
